Turning photos into a PDF is the standard way to submit documents that were photographed rather than scanned. The awkward parts are page fitting and orientation: a portrait phone photo on a landscape page leaves two grey bars, and mixed orientations produce a document nobody wants to read.
Images are placed at their native aspect ratio on the page size you choose, so nothing is stretched, and the order is set by dragging rather than by the filenames your camera happened to assign.

Frequently asked questions
- Is my file uploaded to a server?
- No. The file is opened by JavaScript and WebAssembly running inside your own browser tab. It is never uploaded, there is no server-side processing and nothing is stored — closing the tab discards everything.
- Which image formats are supported?
- JPG, PNG and WebP, plus HEIC from iPhones, which is decoded in the browser before being placed.
- The PDF is enormous.
- Phone photos are 10 megapixels or more each. Twenty of them make a very large PDF regardless of the container. Compress the images first, or run the finished PDF through the Compress tool.
- Can I get one long page instead of one page per image?
- Yes — that is the Long image tool, which stitches images into a single continuous page.
